The Academic Staff Union of Polytechnics, Nigeria is a registered Trade Union (CAP 437 of 1990). The Union, is an affiliate of the Nigeria Labour Congress (NLC). The Union also interfaces other Unions in the Education sector particularly in the tertiary sub-sector within prescribed limits in its constitution.

Open Letter to President Muhammad Buhari GCFR
President and Commander in Chief of Armed Forces Federal Republic of Nigeria

Your Excellency,

ENROLMENT OF MEMBERS OF THE ACADEMIC STAFF UNION OF POLYTECHNICS INTO THE INTEGERATED PAYROLL AND PERSONNEL INFORMATION SYSTEM (IPPIS)

Our union’s attention has been drawn to communications directing the stoppage of salaries of staff of federal agencies of government who are yet to enroll into the IPPIS platform effective October, 2019. We are of the conviction that the directives are aimed at achieving enrolment of such persons into the platform, in pursuit of the objectives of the IPPIS.

Our union has severally stated its support of the efforts of government at ridding our public institutions of corrupt tendencies, and in so doing, identifies with the core objectives of IPPIS. We are equally convinced that policies like the IPPIS formulated to satisfy the objectives of the government in the fight against corruption should not be designed to undermine legitimate emoluments of staff; violate extant provisions in agreements freely entered into between our union and the government; infringe on provisions of the Polytechnics Act and ultimately endanger the smooth running of our Polytechnics.

In view of these, our union has been in serial and consistent engagements with the responsible directorate in the Accountant General of the Federation’s Office since 2014. The latest of such engagements which took place on the 25th of July, 2019 in Abuja clearly identified cogent issues requiring attention and validated by the recorded experiences of some current enrollees.

In recognition of this, a technical committee comprising of representatives of our union and the IPPIS office as well as our regulatory agency was inaugurated on the 5th of August, 2019 to develop a template that will be compatible with the peculiarities of the sector, to address these genuine concerns.

Submissions have been made by our union to this committee as requested, but regrettably the committee is yet to be reconvened by the IPPIS directorate in the Accountant General’s Office, while there is no demonstrable evidence yet to suggest that the issues identified by the technical committee have been addressed. This is despite our union’s readiness to conclude the engagement.

In view of this, our union is surprised that same office is now shifting the burden of their shortcomings to harmless and helpless workers in the sector, already bearing the brunt of a harsh operating environment. This is a classic case of “blame the victim” and “exploitation of the already exploited”.

Our union is therefore using the benefit of this communication to appeal to your Excellency to prevail on the responsible agencies of government to attend to the issues identified by the committee it set up so as to achieve the twin objectives of seamless enrolment and guarantee of the legitimate earnings of worker and sanctity of the sector.

While our union is hopeful of your Excellency’s intervention, be assured sir, of our union’s readiness to ensure an expeditious conclusion of the process.
